Jenny Moon brings more than two decades of civil rights experience to her work at Garcia Hernández Sawhney, LLP, where she focuses on education law and civil rights compliance. Jenny advises educational institutions navigating complex regulatory requirements, drawing on her deep knowledge of the federal laws that govern nondiscrimination in K–12 schools and postsecondary institutions.
Jenny was a senior attorney at the U.S. Department of Education’s Office for Civil Rights, where she led investigations and resolutions of high-profile and legally complex matters, spanning the full range of federal civil rights statutes based on race, national origin, sex, and disability. Some of her notable accomplishments include: serving as a lead attorney on OCR’s directed investigation of allegations of sexual misconduct by a physician at the student health center over a period of three decades that resulted in significant structural reforms; leading systemic reviews of racial disparities in student discipline; conducting compliance reviews of English Learner programs to ensure equal access; working closely with community colleges to expand assistive technology and accessible materials; and providing training to community colleges on meeting the needs of student veterans with service-connected disabilities.
In the past two years, Jenny has focused significant attention on allegations of discrimination based on shared ancestry under Title VI. She has developed a deep understanding of the challenges facing colleges and universities as they work to protect free expression while maintaining campus environments free from harassment and disruption.
Prior to joining OCR, she served as a senior attorney with the Office of Chief Counsel for the Internal Revenue Service, where she rendered legal advice on corporate and international tax transactions. She was promoted to Industry Counsel, responsible for coordinating the government’s position on common tax issues arising in the automobile industry.
Jenny received her Juris Doctor from Yale Law School, where she served as an Editor of the Yale Law Journal, and her Bachelor of Arts in Economics from the University of California, Berkeley, graduating with Highest Distinction and Phi Beta Kappa honors.
